Home- and Community-Based
Services
A major challenge in home- and community-based care is the shortage of direct
support professionals (DSPs) and behavioral therapists. Many families struggle
to find qualified professionals to assist their loved ones, leading to gaps in
essential care.
Additionally, navigating case management
systems can be difficult due to inconsistencies
in service quality and availability. The Council
tackled these challenges through research,
training initiatives, and legislative advocacy.
Key Achievements:
Developed the Core Competencies of Case
Management Toolkit, including checklists
and evaluation tools to improve case
management quality.
Conducted research on DSP recruitment and
retention, leading to legislative
recommendations for improving workforce
sustainability.
Created service quality checklists for
individuals and families to assess residential
care options.
